Hi, wphurley. If you really want to retain the local vault and a simpler version of Identity Safe and you have NIS, you can always revert to the 2012 version aka v19, which had a local vault.

 

The info in the thread link below still applies, in that you need to untick the automatic upgrade to new version, if you wish to do that.

 

However if 2012 is installed and you update with an overinstall, you will retain the local vault.
