NIS 20.3 does not open when I click on it. If I right click it, I can start all options there except NIS 20.3 W7 64bits.

The blank Norton icon usually indiicates that Norton is "not responding." Could you perhaps wait awhile before trying again. Maybe Norton is just busy to show the page.
@Dick: I ran the Norton Remove and Reinstall Tool, the NPE, twice over last two weeks. NIS had same behavior before I ran NRRT, NPE; it then worked fine few days and NIS started again to not click.open.
@WLP: it is happening regularly. It could not be Norton too busy to not show the page; it is happening each time I boot up. Why NIS could not be “not responding”? If it were the issue – please help, my PC might have NIS “not be responding”.
How are your settings for "Boot time protection"?
Set up to aggressive. I changed that set up because NIS would take too much time, for the icon to appears in taskbar. I could go online before NIS showed in Taskbar and Windows Security Center displayed few seconds, with red flags saying; no firewall, no AV and no anti-spyware were active on this PC, until the icon appeared in taskbar and to see W Security Center displays as NIS taking care of firewall, AV and AS.
You start Programms and you go online before autostart programs including Norton are fully loaded.
That's from my point of view the reason for your problems with Norton.
This is by design and happens with other AV software as well.
Tip:
Reduce autostart programs whenever possible.
Set Boot time protection to Normal.
Wait until autostart programs including Norton are fully loaded, before doing other things.
OK, I agree. I mentioned about going online before NIS started in taskbar, as an example.
The Windows Security Center is still all red flags at start up for firewall, AV and AS, and the 3 red flags stay red flags until NIS icon appears in taskbar and then red flags change for NIS taking care of the above red flags.

Here is a print screen of Norton Start up manager (as admin).
I don't know why, but NIS main window seems now to be starting - when i click on NIS icon, main window opens. Please, why did i get that issue? Is this something i should worry about?
