NIS full system scan does not pick up cookies on all accounts

This is my first post in this forum.  I have 2 user accounts on my computer.  When I do a full system scan it does not pick up cookies under both accounts.  When I see that something has been resolved I check & see that the cookies it has picked up are only under my name.  Then when I log onto the other account, I do a quick scan & it picks up more cookies under that account.  I am set up as administrator.

 

Isn't a full system scan supposed to pick up cookies from all user accounts?  My previous versions picked up everything in one scan.  Am I missing a setting somewhere?

 

I have been in contact with Norton support twice.  They want to connect to my computer & do an uninstall/reinstall which I can do myself.  I am not comfortable with anyone connecting to my computer.  Have not really been able to get an answer from them.  This is also happened on my laptop so am not sure about uninstalling & reinstalling. 

 

Could this be a bug in the software?  Has anyone else had a problem like this?
