NIS sometimes lock files preventing them from being accessed. How can I see what is it doing?

I'm using NIS 2012 in Windows 8 pro x64.

 

Sometimes NIS lock downloaded files (to scan, I believe) and keep them locked indefinitely.

A computer restart has always solved this problem.

 

That the software will lock potentially dangerous files until it scans it is very reasonable to me.

However, sometimes it doesn't unlock the file nor issue a message notifying possible presence

of malware or something.

 

Is there a place in NIS application where I can see what is it doing?

 

As an example, I downloaded this installer from skype website. It is a ~4MB MSI. Just and add-on,

not Skype main installer.

 

It is locked since I downloaded it earlier this morning.

 

Restarting the computer all the time this sort of things happen doesn't really please me as a solution.

(Not saying it happens all the time)

 

Any ideas?

Edit: I forgot to mention how do I know NIS is locking the file. The thing is that Windows explorer tells that

'The action can't be completed because it is open in Norton Internet security'
