This error is causing my Weather Program to hang and consequently losing my data, I have excluded this program from scans as well as three other small programs that run alongside it.
This is a false positive error I believe but I do not know how to cure it.
I have attached a screen shot of the error that is logged by Norton.
Meanwhile I have removed NIS2011 completely and the errors / hangs have stopped.
This entry is not what is blocking the program. This entry is Norton Tamper Prevention. It shows that the program is trying to access Norton files and Norton is blocking that access.
Rather than adding the program to the scan and auto protect, you will need to go into settings, to the smart firewall>program rules and add each one of the program .exe's to the list and mark them allowed. That should prevent the blocks.
To see if Norton is actually blocking a program, go to history>firewall activities and check in that section to find out what .exe is being blocked.

As delphinium points out, this log entry just records the fact that your Weather Program attempts to access a Norton file or process when it runs. Norton blocks all programs from such access. It is important to note that your program is not blocked from otherwise running normally - Norton does not interfere with the program's tasks. Therefore there may be no correlation between the Norton Tamper Protection event and the issue you are having with your program. The program could be hanging for any number of reasons, and the fact that it is one of those numerous programs that routinely try to access Norton is probably just coincidental. So do not focus exclusively on Norton as you troubleshoot this.
The reason I believe Norton was making the programs hang is that at the precise time that the errors were logged, this is the time that the weather programs ceased to accept data and would not respond to any commands and could only be terminated via task manager.
I have added the programs to the firewall rules list but the Tamper Protection is still blocking Weatherd.exe even though this program is safe.
Any idea how I might overcome this, or should I just turn off Tamper Protection

The firewall only controls internet access for installed programs, so any modifications to firewall rules will only help if it is a firewall issue - and if the rule is not configured correctly it will make things even more difficult to troubleshoot, so I would advise using the Firewall Reset feature in Smart Firewall Advanced Settings to return everything to the default settings.
Turning off Tamper Protection permanently is not advised as it will leave your security software vulnerable to compromise. You could, however, disable it temporarily to see if it has any effect on your issue. If it doesn't you can rule out the Unauthorized Access Block as a cause.
Looking at the Weather DIsplay site, this is a fairly complex bit of software and several things could be causing problems. Have you looked at their FAQs or Forum for possible answers? Can you tell us more about the hang you are experiencing? What is the program doing at the time and what happens?
The program is collecting data from a USB data logger and then using it to update graphs and various log files, some of which are sent via ftp to my website www.apjarnold.co.uk.
When the Access Blocked error occurs the weatherd.exe just hangs. The only way to clear it is to use task manager to stop the service or reboot the system. The other problem I have is the data logger is not aware the system has halted and therefore all the data sent whilst weatherd.exe is hung is lost.
I have posted on the weather watch forum, but of the people there just say that Norton is at fault and I should ditch NIS2011.
I must admit having tried Microsoft Essentials for three days, I did not experience any program faults, but within 12 hours of loading NIS2011, the above error occurred agian. I have disabled Tamper Protection for now and will see what happens over the next 24 hours.
Well 24 hours later with Norton NIS2011 Tamper Protection turned off no problems.
It is now obvious that NIS2011 thinks that Weather Display ( weatherd.exe & wmr100.exe ) are trying to interfere with NIS2011.
This is a major fault and needs to be fixed sooner rather than later.
There are thousands of people using this weather software, what is Symantec going to do to rectify this fault.
Is Symantec bothered that their product is defective. I will not be renewing my subcription if this problem is not solved.

Sorry for the delayed response. In a very real sense, Weather Display is trying to interfere with NIS 2011. It is attempting to access Norton's process data. This is the type of incursion that Norton will block, no matter what outside agent is involved, . Failing to prevent such access would mean a compromise of the program charged with maintaining your system's security. So this reponse is necessary and by design, rather than due to a defect. It is the action itself that Norton is responding to, not the fact that it is related to any particular program.
The crux of the matter is that access to Norton's processes is not necessary, so why is Weather Display doing this; and, more importantly, why is the program hanging when this access is blocked, rather than recovering and going on about its business as it should?
Most users who check their Norton Product Tamper Protection history will find several processes that routinely are blocked by Norton, and yet continue to function normally. I don't know why Weather Display is not behaving similarly. It sounds like a really neat program, so it is unfortunate that this software, which is so useful to you, is encountering this issue. Have you made the Weather Display developers aware that this is happening to see if they can come up with a way to work around it?
