FYI - as part of the Apple beta test community, I wasted about 4 hours this evening re-installing OS X El Capitan until I decided to uninstall NIS 6.3 and voila, my internet connectivity issues disappeared.
It seems thus far, re-installing after uninstalling seems OK. It appears NIS installed prior to the beta upgrade breaks though.
