NIS2009 stuck at 16.0.0.125?

I recently installed NIS2009, and ran into the Norton AntiSpam Outlook issue with msouplug.dll that is mentioned here:

I did some more searching and found that several updates have been released for NIS2009. I looked at my version, and it is 16.0.0.125. I believe there is a 16.1.x update, a 16.2.x update, and a 16.5.x update (limited release). Therefore, I wanted to try the latest version before giving up and disabling Norton AntiSpam Outlook Integration as recommended by LynnH in the thread above.

 

However, despite running LiveUpdate manually several times, my NIS is still stuck at 16.0.0.125. I can understand if I don't get the 16.5 update, but I should at least get the 16.1 or 16.2 update?
