I know there could be some problems with 64bit. You might want to try disabling SAS during install
Stu is correct about disabling SuperAntiSpyware.
However I am not clear on your last statement "I've re-downloaded the file multiple times."
If you are trying to install (run) directly from the download, a better method would be to save the NIS 2009 installation package to your desktop. If I read you wrong, please feel free to correct me.
Have you tried to install the NIS 2009 package by "Run as Administrator"?

I've uninstalled SAS for the time being and rebooted, no joy.
I've tried 'Run As Administrator', no joy.
I've also tried both methods of install, both 'Run' and 'Save', saving the file to the desktop with no luck.
By re-download I simply meant using the Extended Download Service, in case the file was corrupt. A response I had read in another thread for a similar issue.
In any case, the problem persists.
I guess it would be something with 64 bit than. maybe a employee could confirm this
Unless your using SAS pro with real time protection its not a problem with SAS. SAS Free is an on demand scanner only and has no real time protection. Where are you downloadong NIS from? Are you using ant download managers?
