NISTime and TCP Port13

Until I installed NIS2009 on my two PCs I was able to update the time using NISTime, one old PC does not keep time very well and updating it daily was usually required. I know I can use Windows Clock to do the update but NISTime was so easy to use.

 

Since installing NIS2009 I cannot access NISTime I get the message: "No response from the server. Check to be sure your network connection is running. If your system is behind a firewall or proxy server, be sure that it is configured to allow messages on the selected port to reach our servers"

 

As I have the same problem on both PCs I can only assume that it is a firewall problem. However, Norton does not give me any warning that the site cannot be accessed. Indeed, thinking about it, NIS2009 has never asked about allowing/blocking any program, utility or web site since installation.

 

If it is NIS 2009 that is blocking the access I cannot see anywhere to set it to allow port 13.  I was quite familiar with the user interface on previous version of NIS but NIS2009 has stumped me.
