No Access to Root folder- Help required in manual verification

I am also having verification problems. I received and email from symantec.com with instructions for my ownership verification. My website is taxationbooks.com


I pasted my meta tag as instructed on the SEO page in my home page. My website was created from a template and is hosted by Microsoft. I do not have access to the root file and I cannot create a page with the name provided because my template does not allow special characters. Is there a way I can get a manual verification? This is part of the email I received:

 

1. Do one of the following:

         a. Copy the following meta tag and paste it into your Web site's home page. It should go in the <head> section, before the first <body> section.
            <meta name="norton-safeweb-site-verification" content="pfm3ttbepizx3hde41fahealxe6zjw5xgszgrl480yer38b0d4r4rcqnxavx1o6zi-6432ra5zz36iqxi76zewrhykj6cal0xr5atsaqpt26qp5-0sv2md83g1h65nfp" />

         b. Create a file with the following file name and content:

                File name: nortonsw_19f71920-49bb-0.html
                File content: pfm3ttbepizx3hde41fahealxe6zjw5xgszgrl480yer38b0d4r4rcqnxavx1o6zi-6432ra5zz36iqxi76zewrhykj6cal0xr5atsaqpt26qp5-0sv2md83g1h65nfp

            Add this file at the root folder of your Web site.

            Verify that the file is publicly available at:
                 http://taxationbooks.com/nortonsw_19f71920-49bb-0.html

    2. Log on to Norton Safe Web, click my profile to open the user profile page
    3. Click site dispute and under Actions column, click verify site ownership.

 

Step (b) is not possible at all and I'm not sure even step (a) is within the right header because I do not have the ability to change the source code. Please help with a manual verification.
