No Auto Sleep in Windows 10

After upgrading from Windows 7 to Windows 10, my computer will not auto sleep. I have used Powercfg and traced it to NIS keeping a file open for deletion.

I can stop and start NIS in the task manager and then the issue disappears until the next computer restart.

This is obviously a bug in NIS and I see postings on other sites with people having the same problem.

Can this be fixed please?
