I am slightly puzzled as to where you are getting your figures from and exactly what you mean about "Norton Backup Drive on my PC -- This folder is empty"
Have you backed up successfully on previous occasions with N360?
I assume that you are trying to back up to the secure Norton online backup. When you are finding problems are you sure that you have a good internet connection?
When you go into N360/Backup/Manage Backup sets - what options does it show for where you can place the backup?
When you go into N360/Backup/Restore Files and click the View All button on the Restore From tab - what does it say?
