Sorry but after upgrading to NIS 2011 the Norton tab appeared. Problem solved.

I have upgraded to NIS 2011 and the antispam bar reappear in Outlook 2010, but it doesn't work! If you select a message and go on Norton bar you can't select an action, the buttons are grey! At the start of Outlook the buttons of Norton antispam are coloured, when you go over with the mouse they become grey, no action are permitted.

do you use Windows 7 64-bit and Office 2010 32-bit together?
If yes, then it's unfortunately a know bug, it was reported here: http://community.norton.com/t5/Norton-Internet-Security-Norton/Norton-AntiSpam-not-working-in-Outlook-2010/td-p/280848
Symantec are still working on a fix, but it's tricky one... :(
Yes, Windows 7 is 64-bit and Office 2010 is 32-bit, so I will await for a rapid solution
