No option to add new cloud back up?

What is the error message you are seeing? I see no option to add a cloud back up. Neither on my cell phone or on my laptop. I think there used to be a “plus” sign to create a cloud back up? I have tried to search for an answer but am at my limit of technical understanding. I have two existing backups on ,my laptop and can access them. I want to add a backup from my cell phone. Any help appreciated.
