When one right-clicks a file, there is an option to run an Insight network scan, but there’s no option to do a ‘traditional’ scan of that file. Is this by design or is it an error? is this Insight Network scan just a network lookup of that file, or also a scan using local signatures?

That's a good question. As an experiment, I set NIS to block all network traffic. Then, I right-clicked on a group of files and ran a scan. The scan completed normally, suggesting that only local signatures were used. What's up?

It is not an error and this is how NIS is designed to work.
Right clicking on a file -> NIS-> gives you 2 options 1. Insight Network Scan 2. Norton File Insight
Insight Network scan is a traditional scan that uses both the recent definitions (available in the web) and the definitions available locally for effective scanning.
