My Samsung A15 just got upgraded to Android 15 today, so I now have the same OS version and 360 version as you have. I am not seeing any flickering after a Smart Scan.
Try clearing the app data for your 360 app, and restart the device. You will have to sign into your Norton Account again after the restart. Then test to see if you still get the flickering.
If that does not work, uninstall 360, restart the device, then reinstall and test.
Is there any other security app on the device that might be conflicting with Norton?
Samsung devices have had difficulties in the past with Norton apps due to the proprietary changes they make to the Android OS. This may be one of those times. Although my Samsung phone is not doing this.

Help me understand how you sent the logs via the 360 app. I know you have to go to the iOS settings > Apps and turn on debugging under the 360 app. But from there I cannot find how to submit the logs.
I get the same type of flickering (about 20 - 30 flickerings occur) at the last step of running N360 (with lifelock ultimate plus, ver 5.119.0.250730589) Smart Scan on android Galaxy S24 (model SM-S921U1, one UI ver 7.0, andoid ver 15, aug 1 security patch). Has this issue been investigated as to why this is occurring?
