No, activating the “Special Offers” setting under Notifications does not prevent the pointless scan or the subsequent push offer for the fix software. In addition, the quality of this tool is rather questionable given the scan results.

No, you cannot turn off the promotional offers that appear when you run Smart Scan.

How can I stop Norton 360 from performing the driver scan? I couldn’t find a setting for a SmartScan.

Don’t run Smart Scan or ignore Norton marketing.
Or, try renaming nuPerfScan.exe
