Norton 360 anti spam not working with Outlook 2013

 

Over the last couple of weeks my Norton 360 anti spam has stopped working consistently with Outlook 2013.  I see two different symptoms. Either the emails being prefixed with the spam title but not being moved into the junk mail folder, or they are not being tagged at all.

I've followed the recommended approach of turning client ant spam off, restarting, turning it on , restarting again - to no effect. I've also re-installed Norton 360 twice.  Again no impact. Any suggestions?
