We have a computer using Norton 360 v3.0.0.135 and Outlook 2000. Recently Norton performed a software upgrade. When the user goes into Outlook, the first two Antispam options are available, but the "Empty Spam Folder" and "This is Not Spam" options are greyed out. After performing the training option, this button also became greyed out.
We tried removing the toolbar and adding it again, but the options remain as above.
I think the error you get is because Outlook 2000 is not supported any more. In the help file you can find this: Norton AntiSpam integrates with Outlook 2002 or later.

So you get Open Norton Antispam and This is Spam buttons right? That would be normal as when you open Outlook you go to the main Inbox. What happens after you have some spam email sent to the Norton AntiSpam Folder? Do they still stay grayed out or does the Empty Spam Folder now become colored? If it does then the icons / toolbar is working as it should; the buttons change dynamically. If you are on a Spam Email (on that Norton moved to the Spam folder) then the This is not Spam button will become active then. If you are not on a Spam Email, it is not active.
