I have tried enabling this COM plugin through Tools > Trust Center > Add-ins and checking the box in the COM plugin list. But the box does not stay checked. My AntiSpam toolbars are gone as well and are not available in the View > Toolbars in Outlook. I do have AntiSpam configured in Norton 360. It was working great, then one day last week when I launched Outlook, the toolbar was gone. That's what has lead to this search for a solution.
