When I attempt to back up to my external HD, I get the following message; "There is a backup problem. Make sure the destination drive or device is connected and try again."
The drive is connected, I have been able to backup files to the external drive. Norton 360 backup does work if the destination drive is C:, but that defeats the purpose of using the external drive.

Help me out a bit here. You open 360 go to manage backup sets then click on the 'where' tab and select a drive as the destination. Are you saying that the only destination you can select is "C:" or are you saying that the backup doesn't work unless you select "C:"?
