Issue abstract: Norton 360 disables webcam on laptop
Detailed description: After buying a new Dell laptop and installing Norton 360 on it, I was unable to get the laptop’s webcam to work. Since I had bought the laptop to use for Zoom meetings, this was a real problem. When I used Windows Settings and checked on the webcam, it told me that the webcam was functioning properly. I tried opening the SafeCam dialog box on Norton 360 to turn that off, but it didn’t make any difference. I returned the laptop to Dell twice, and they replaced my entire screen and webcam twice, but that didn’t fix the problem. I took my laptop to a reputable local computer service business which serves business as well as consumer customers. After running some tests, they uninstalled Norton 360, and the webcam began working perfectly. They advised me that Norton 360 had caused the problem, that if I reinstalled Norton 360 my webcam would once again no longer function, and advised me to rely on Windows Defender and Windows Security instead. I use Norton 360 on my desktop computer with no problems and like its functionality and options, but for whatever reason I cannot use it on my laptop because it disables the webcam completely.

What is the error message you are seeing? No error message - the webcam simply would not function at all with Norton 360 installed on the laptop. Norton 360 simply disabled the webcam completely, going to SafeCam to change the settings had no effect, and the only way to get the webcam to work was to uninstall Norton 360, after which the webcam worked perfectly.
If you have any supporting screenshots, please add them: No screenshots - the webcam simply wouldn’t function with Norton 360 installed, but worked perfectly once Norton 360 was uninstalled.
