Norton 360 FAILS Completely, will not run

Where do I start?!? I decided during my Christmas break I would "reload" my PC.  I do this at least once a year and am totally familiar with this process.  I have worked in the IT field before and built my own PC.  I performed all necessary backups and saved them to a separate HD I keep in a fire safe. That done,I reloaded Win7 and started reloading the major programs like Office, Norton and a few others.  I have a top notch PC with two 2Tb HDs and a 500Gb for the C drive, 2Gb Ram and a high end NVidia card.  I have a DSL line and all is normally good here.  HOWEVER, I encountered a problem with the Norton 360 install.  When I went to install it, I had to use a "NortonN360Downloader".  After the install, it asked me to Log-In to my Norton account. After logging in, it simply reverted back to the Log-In screen.  I logged in again with the same results.  Then Norton reported that my "Trial" had ended and that I needed to enter an activation Key which I did only to have Norton report that there was a problem with the server!  My subscription is good till the middle of 2016.   Norton360 would not run as a stand-alone  program.  I spent nearly two hours on CHAT with GAUTAM NAGINA, Norton Tech Support, with no progress or solution after several Removal and Re-Installs.  

Why do I have to download it?!?  Why can't I have the CD?!?  Why won't Norton 360 run without the internet connection?!?
