Norton 360 Firewall blocking Outlook err 0x80042109

I am having problems receiving and sending email.  It appears that Norton 360 Firewall is blocking email traffic.  I am running the latest release of Norton 360, 5.1.0.29 .  As a matter of fact, the problem started around the same time.  I have ensured that I have no other anti-virus or malware programs running as referenced in another post on Norton.  I have attached a screen shot of what I see when Outlook tries to Send / Receive.  Occasionally, every rare so often, Office will communicate for a while and I will get all my email that has been sitting out there waiting for me.
