Norton 360 is continuously running full system scans using 100% of cpu resources> This basically renders the computer unusable and requires a hard restart to stop the scan. How do I fix this?

Can you please tell us some more about your computer? What operating system and what service pack and is it 32 bit or 64 bit? What was your previous security program and how was it removed? Did you use the removal tool from the previous company before installing N360? What version of N360 are you running? Do you have any other security programs installed now? Was N360 installed on an already infected computer? Sorry for all the questions, but the answers do help in trouble shooting your problem. Thanks.
