Norton 360 Mac Network Filtering Ground Macbook to a Halt

Was having what I thought was network problems.  Had network provider technicians out to the house and we determined it wasn't the network.  Started looking on my Macbook Air M1, which was grinding to a halt when doing anything with a browser.  Found the problem - Norton 360 Network Filtering.  Was able to disable it in system settings and the problem went away.  But another problem comes up - when I start up Norton 360 it tries to re enable Network Filtering.  Also tried to remove Network Filtering from within System Settings, but still, when I try to start up Norton, it insists on reinstalling and enabling network filtering.  I also use Little Snitch for network filtering - but only for exfiltration.  So, not sure if having both of them running messes things up.  The problem started about 2-3 weeks ago.  Again, at first I thought it was some sort of network problem, or worse yet - some sort of malicious key logging software.  Glad it wasn't that...
