Norton 360 Premium firewall appears to be off on Windows 10 system

Windows keeps telling me to restart Norton firewall but the firewall settings are all grayed out and inaccessible. I've uninstalled/reinstalled Norton360 Premium several times on my Windows 10 Professional system. I tried disabling Fast Boot on Windows and a few other suggestions I found on the Web. Nothing helps. I can't invoke Windows firewall either so not sure if I have ANY firewall at all.

My Norton is up to date. Yes, I did uninstall only, restarted, downloaded again and reinstalled. Several times Making sure that I was up to date each time.
I should add that my computer was previously running Windows 8.1 and that I had no similar problem with Norton 360. Whatever is wrong started when I installed Windows 10 Pro, and not immediately; only a few weeks later did the Windows message alert me to the fact that Norton firewall was not on.
Having searched the Web, I see that my problem is not unique and has been occurring to others for a few years now.

Have you run LiveUpdate manually a few times, restarting as necessary, until no updates are available?

When you reinstalled 360, did you use the Norton Removal and Reinstall tool from   www.norton.com/nrnr   using the Advanced Options > Remove Only?  Then restart your system and log into your Norton account and click on Download to install your 360 again.

Do you, or did you have any other security program installed before you installed 360? If so, did you fully remove it using the removal tool for that product?

 

I'm logging in as Administrator since I am the only user on my computer.
