A screenshot of the ad will be extremely helpful to determine if it is legitimate. As for Running comp. scans and using the Vundo removal Tool, that is overkill.
I would suggest that you make a switch of browsers. Firefox, is faster, lighter, and more innovative than Internet Explorer. If Firefox does not block the ads, there are trusted third-party add-ons for Firefox, such as Ad-Block Plus, which there a quite a few users here in the forum, including me.

I do not suggest using Firefox because many users have been experiencing issues with Firefox and Norton.
However, I have developed a workaround, but that is only if you use ID safe and use Firefox, not FirefoxPortable.
Update: Running the Malwarebytes scan detected numerous occurences of Adware.PopCap and Adware.TryMedia which previous scans with Norton 360 failed to detect or remove. The Malwarebytes log indicates that all these items were successfully quarantined and deleted. However, the intrusive ad still shows up when I go online using IE 6.
I'll try the FirefoxPortable download and see if this yields better results.

If malwarebytes failed to remove the malware, your browser has obviously been hijacked. Here's what I would like you to do so we can get rid of this.
1. Download Hijackthis, and then run it, click where it says "Do a system scan and save a log file".
2. Copy and paste the entire log file here, as a post.
We can then analyse it, and see what the file is that is causing the rogue popup, then take steps to remove it.

Thanks for the HT log. I would like you do a Kaspersky Online Scan and upload those logs as well. Save the report as a text file to your desktop and paste it here.
Also, run Malwarebytes' again to see if it comes up clean, if not, paste those logs as well.

I'm not sure we want to make a HJT forum over here. But I suggest the following:
- Uninstall IE6
- run a reg cleaner like ccleaner
- install IE7
- Download Norton antibot; you can find a trial on the Symantec website
- see what it can find
- To be sure you can download SuperAntispyware
- update and run a full scan
MCat711 for the time being perform the scans I mentioned and take a note of any infections found, don't worry about the logs for now.

Those files could be either:
- Legit. Symantec is a big company and gets bullied when blocking adware because adware, has no definite definition. Kaspersky got into a legal skimmish when blocking Zango, becasue according to their defs it fit malware, but according to Zango it did not and hurt their profits. Look like you got a lot of manufacture crap loaded on your system.
- In Symantec's quarientine folder. Norton 360 offers no way to clear the quarientine folder throught its GUI.
Smaller companies are not targeted because Symantec has well over 65 million users internationally.
I did run the Kapersky scan, and it detected 7 infected objects. I won't post the scan log if that goes against forum etiquette. But it looks like these are the threats that it detected:

Setting Firefox as my default browser seems to have (hopefully?) halted the appearance of the intrusive ad. However, I'd still like to make sure there are no threats hanging around my computer. Stu, I have downloaded ccleaner and will try uninstalling IE 6 and installing IE 7, just to have it around in case I decide to go back to it. I will also download the Norton antibot as suggested.
I've continued to run Norton 360 scans and check for updates every day, but still get no results. Further Malwarebytes scans continue to turn up clean as well. If Norton can't detect anything because the ads are from a "legitimate" source, then I guess there's nothing that can be done about that, but it's a pretty offensive and intrusive way for the source company to try and drum up business!

That is very unusual. You may have an corrupted installation.
Contact norton support:

And ask them to help you to completley remove Norton from your system. Then, do a fresh install.
