Norton 360 Splash Screen update on Windows 10 won't go away

When I upgraded my laptop, I deleted all my antivirus software, malware finding and adware programs prior to upgrading to Windows 10. Now, that I have, I have decided not to renew my Norton 360 subscription, because it really was a disservice for my small laptop, and made my laptop run really slow, after the initial install, back in late 2014. I am finding a constant splash screen to install an updated version of Norton that is compatible with Windows 10, but I removed along with the plugins for my browsers as well.

I have looked it up on the forums, blogs and other places such as "bleepingcomputer.com"

I've tried the remediation tool, the removal tool, I even went through my computer and looked for the images and removed them as well as through the registry to remove things from there, I remove all the downloads from Norton each time, but upon every restart or shutdown and  then start again, about an hour later, there is that darn splash screen again. It just keeps "recreating" itself.

After that I took it to a professional, and he did the same exact things I did, with the same exact results. He told me to post it here in the Norton Community to see if anyone else can figure out some possibilities to getting rid of it... because as of now, twice the remediation tool has been installed and used and twice the removal tool has been installed and used and twice both have been removed, etc.... Finding a "cure" to this would be awesome, because I'm sure I'm not the only one that has had this stupid splash screen pop-up.
