Norton 360 "Symantec Service Framework" has encountered a problem & needs to close, please help!

Please help, I have been working on this issue for the past 3 days and can not get my Norton 360 to work correctly no matter what I do.  The problem started after I did an update of norton 360, I surfed the web for a while then shutdown my computer,  When I logged back on I got the following error message: 

 

Symantec Service Framework has encountered a problem and needs to close,  W are sorry for the inconvenience.

 

So after running the Norton Power Eraser, the Norton Removal Tool and downloading and installing N360-ESD-18-6-0-29-EN.exe, I rebooted and when Norton tried to load I got the same error and when I clicked on Get Support I got the following error message: An error has occurred with Norton 360 Error:8504, 104.  I don't know what is going on but I don't seem to be able to get this to work correctly anymore.  Can someone please help me with this??

Do you have any other antivirus products installed? If yes, remove them, and restart the computer. If that does not work, then perform a CheckDisk on your system.

Check if there are any threats.

 

Additionally you could also check if your OS is updated with the latest Service Pack. Sometimes that also resolves the problem.

 

Check also for permission for your user account. You can try running the SUBINACL tool from microsoft.

I followed the the steps on your link 5 times and the same thing still keep happening.  However, I was able to finally get the Norton 360 to work again, but the pop-up still comes up every time I start my computer.  But I can deal with that as long as my norton 360 keeps working.
