Norton 360 v 22.21.10.40

I have removed Norton using NRnR tool two times.
1st time - remove and reinstall, still have the same problem with Smart Firewall turning off and staying disabled.
2nd time - using advanced option, removed only. Purged Windows registry and re-installed Norton 360. Same issue - firewall will not turn on and remain on.
A pop-up informs me that the Smart Firewall had been turned off, I click the “Fix” button, but the firewall does not turn on.
Please help, I’m at wits end trying to resolve this issue.
