Norton 360 V3 ccSvCHst uses 99% of CPU time, won't stop doing "background tasks"

Norton 360 V3.0.0.135 pops up "Norton 360 is performing background tasks", then never finishes doing the background task(s), and when I try to use the PC the ccSvcHst.exe process for user SYSTEM (I'm not logged in as System) will be using 97-100% of CPU time, which makes the system essentally un-usable due to sluggishness. It never (even waiting overnight) comes out of this state. Rebooting "solves" the problem temporarily, and the system is back to normal, until hours later when N360 is idle it goes back into this sate and ccSVCHst.exe/SYSTEM again uses all CPU time...

 

Task Manager shows that 75% of the total CPU usage is in the kernell

 

System is Win XP SP3, 1 GB RAM, Lot of free disk space, system otherwise healthy and well maintained. Windows Live Family security uninstalled (a suggestion by customer service), Malwarebytes shows the system is clean. I do have nVidea video board (one post I saw speculated it was problematic) w/ latest drivers.

 

I have N360 running on 2 other Win XP PC's just fine w/ no complaints. So there is some conflict w/ other s/w on this one PC I need to find....

 

This problem has persisted for a month since I upgraded from NIS 2008. I've run BUdump.exe, and run Norton Removal Tool w/ reobtts 3 times before reinstalling 360. And then I've repeated the BUdump/removal tool/ cleann re-install of 360 at least 3 times but the problem persists. No other Norton products installed (although many old version were in the past).

 

The only hint I  have is the 360 CPU usage window will nearly always show "Norton Insight Scan" in ORANGE color when this happens. The last run date will be "old" (i.e., 24 hours, etc), Run during Idle = yes, and Status usually RUNNING. Its as if Insight scan is running but not really totally completed? I can run a manual insite scan to completion OK.

 

I've basically turned off every N360 task scheduling, shut down unneeded startup items & processes, Norton community, etc.Still it persists. I just wish I could somhow disable [registry key, etc] N360 from running ANY background tasks but customer service says this can't be done.

 

I've spent over 4 hours cumulative on the phone w/ multiple Syamtec techs & supervisors who seem to just want to reset default Windows Explorer security settings, delete temp files, defrag the disk, etc.. i.e. Things that are wasting my time on an otherwise healthy system and never going to get to the root of the issue. I'm supposed to get a call back from the "Elite team" in a day or two, but in the meantime, anyone have any ideas? Any log files I can look at to see what it thinks its doing? Any way to selectively disable background task?? I've spent far too long on this already...  Any and all ideas welcome. Thanks.
