Issue abstract: Norton 360 VPN does not work on Windows 11
Detailed description: Norton 360 VPN does not work on Windows 11. Have tried on four computers with the same result. Tried multiple countries with the same result. The only way it will work is if you use the P2P connection, which is not what I want or need. Reported this to Support a couple of months ago and got no help. Since then, I’ve continued uninstalling and reinstalling when a new version comes out, but problem persists.
Product & version number: Norton 360 version 25.11.10580 (build 25.11.10580.960)
OS details: Windows 11 Pro
What is the error message you are seeing? No error message. It says VPN is connected, but it isn’t. Run Ookla Speedtest and it tells me that it cannot connect to the Internet. Can’t even pull up My Norton when VPN is running.

Check the VPN settings in your 360 and see if the Kill switch setting is turned on. If it is, try turning it off and test.

Thanks for the suggestion, but the kill switch has never been turned on.

After trying the VPN on 4 Windows 11 Pro computers, I decided to try it on a Windows 10 Pro machine. Unfortunately, the VPN is ineffective there as well - it says it is on but can barely connect to the internet if at all.
Another user went to Windows Device Manager and removed any reference to a Norton VPN network adapter. Then on restarting the computer, the VPN devices were reinstalled and the internet works as it should.
Thanks, but that did not solve the problem.
I managed to find an older version of Norton 360 (22.24.7.8) and installed that. The VPN works with that version, albeit significantly slower than the non-VPN connection. Not sure what’s wrong with the newer versions, but I’ve come across several threads where users have had to do what I’ve done. I think I’m pretty much done with Norton, as my contacts with Support have not produced anything worthwhile and have just increased my frustration.

In finally found a solution to my problem. I called Norton customer service, had them downgrade my product from Norton 360 to Norton Antivirus, and purchased a VPN from Surfshark, which works flawlessly. While I’m still out $$$, at least I’m getting something that works as designed in return.
