For absolutely no apparent reason my VPN is now working
Philip
Even with no new patches released, the VPN still isn’t working on my devices.
Upon checking the status of the service mentioned in the post above, I found that the Norton VPN Service is stopped. Even when I try to start it manually, an error is logged in the event viewer and it fails to start.
Is there any way to roll back to the previous version until it’s fixed?
that might work if you can find v24 somewhere, i uninstalled it and tried different version of norton and it is broken too
my printer sharing was disabled, i reenabled via services app, then i did a repair norton program and my vpn is working
Awesome and thanks for posting back. Good news indeed.

@SoulAsylum
Thank you for the information. However, I have already checked this page, and my domain logon works fine. My other services are not affected either.
I was able to fix the issue on one device by doing a clean install of Windows and reinstalling Norton 360.
Since this solution isn’t easy for every environment and can be a difficult process for some, I hope a fix is released in an early patch.
personally i dont think there will be a patch, for me i had certain printing settings disabled and once i enabled them v25 worked. for you it was a fresh install but maybe you had certain settings turned off too. how are they supposed to patch against our settings choices?
My VPN is now working as of 08/28/2025 – I did nothing to fix, but Norton has.
Same problem
Frankly, I don’t understand the reason, but I was able to fix the problem in my environment without having to reinstall the OS.
My Windows 10 Pro or 11 Pro environment had the following services disabled:
Print Spooler
Remote Registry
If you are in the same situation and have the services mentioned above disabled, you might want to try temporarily enabling and starting them.
Since the Norton VPN service seems to start with just the Print Spooler running (even if Remote Registry is disabled), the Remote Registry service might not be related, or it may only be needed for the initial setup.
It is confusing that I get the error message “The RPC server is unavailable” when I try to start the Norton VPN service with the Print Spooler service stopped. I wish the behavior was more user-friendly.
I’m still having trouble on one device (Asus Laptop). The VPN connects but never receives a virtual IP. Issue was present under Windows 10 and continues into Windows 11. Tried multiple regions, checked the service, reinstalled, etc.
Some additional information: I am using a UNI Ethernet 4-in-1 to USB C adapter on my Asus Laptop. The adapter uses a Realtek chipset. The driver is the one Windows 11 installs by default. According to this article (two years old) https://blog.boll.ch/forticlient-ipsec-problem-with-windows-10-11-and-realtek-networkcard/, there was an issue with VPNs connecting using this chipset driver. It describes my issue (connection established when using WiFi but not Ethernet). According to the article, the VPN provider (Fortinet) issued a fix that supported the NetAdapterCx structure used by the Realtek chipset. Perhaps this is similar for Norton?
I have no idea why this worked but it worked for me.
Thank you so much Stephen.
I sent several reports to Norton, but hadn’t heard back.
Be it AI or human it’s still the same c*pp^y service*.*
It’s time to find a new AIO
Thanks again
I had to reinstall Norton 360 deluxe after my subscription lapsed. Having done so Norton VPN wouldn’t connect. I tried all the solutions mentioned here including multiple uninstall/reinstall/repair.
I looked at network adapters in Device Manager and saw there was a yellow triangle against the Norton vpn Adapter. I uninstall it and restarted the computer and hey presto the Norton VPN reconnected.
Hope that helps someone else

I did this as well as uninstalling and reinstalling 360 with VPN included - still doesn’t work.
In addition if I check Settings>Smart Firewall>Network ‘Connected to’ ‘You are off line’.
Some other network required operations reports the same thing yet other network operations (e.g. Live update) are working as normal.
Also all non Norton programs and browsers that require the internet connection work as normal.
BTW: Windows 7 Service Pack 1.
Try restoring the Norton 360 app instead of uninstalling it. Look for the Norton WireGuard protocol in the network adapters in Device Manager and uninstall it.
Based upon a solution to another VPN issue in another thread, I was able to get the VPN to work on the Asus Laptop. The other thread was discussing how to enable protocol selection to the VPN in N360. The resolution is to add the line PreferredProtocol=mimic to the vpn.ini file.. Adding this line enables protocol selection to the settings screen. Mimic works on my laptop, Wireguard (the default) does not. Diagnosing why Wireguard isn’t working is a separate issue. For now, the VPN connects and an IP address is assigned.
After I installed W11 a few days ago, Norton VPN stopped working and the Norton VPN feature of Norton 360 stopped working. Today I went to Norton 360 – Privacy – Secure VPN – Open -Settings and enabled
‘Enable multiple active VPNs’ and now Norton VPN within Norton 360 works.
I tried most of the above steps, some over and over again. Cleaning registry, uninstall, reinstall, repair, etc. etc. Until I read about removing norton vpn in device manager. After uninstalling them (I had 3 I think), I rebooted the computer and tried to establish a vpn…..worked. I watched in the device manager as I clicked in Norton to open a vpn, and it installed ad new norton vpn in device manager. Maybe this will help someone else.
