Norton 360 will not open

Everything seemed to work fine yesterday, but today Norton 360 killed my internet. It seemed it was blocking some of the most popular ports as I could ping the router and 8.8.8.8 with CMD, but I couldn’t open any websites or use communicators. At the same time the spinning wheel issue reappeared and seemed to be permanent this time, because it didn’t fix itself after an hour. I ended up using the remove and reinstall tool to uninstall Norton. The tool struggled to shut Norton down too, as it took at least 20 minutes to uninstall it, but in the end it got the job done. I’m not going to use Norton until this bug is fixed.

nah that now is VERY bad idea there’s not a single FREE anti virus that works great… maybe except malwarebytes if you just want to run a scan every now and then. even so having 2 anti viruses on the same PC is a extremely bad idea since both could flag each others as malware. Many ignore this but anti-viruses themselves ARE VIRUSES meant to look for others viruses and eliminate them. Even in it’s well poor state of now Norton probably offers better protection than a Free Anti-virus the only issue is now it might flag false positives a tad more often (seemingly linked to this white window issue) and specially if it’s new files released, be it new games programs getting updated etc

The fact that it also kills sometimes internet in other system seems simply to indicate that it’s a connectivity issue somewhere.

Just hope at least Someone somewhere within Gen tech will issue an apology and give a reason why this is happening this is how a corporate a values their costumers should act

it is only in max 10 days so why not just live whit it but avg free is better then Microsoft free so live whit it read the patch note to what is in the hotfix later up it dont work to uninstall it and reinstall it i try 3 times still no luck so it is sometimes it work not always but now it works almost but it is much random just hope you is lucky

This problem is totally ridiculous to have happened on a premium AV site like Norton. Has Norton bothered to acknowledge this problem and when will it get resolved. NO! Reminds me of Microsoft of keeping user in the dark about problems and fixes. How are we suppose to find out when there is fix for this as we can’t even open the App. I for one am sick and tired of having to do hard shutdowns on my computer because this App hangs up computer restarts and shutdowns as all you get when you try is a blue screen and circle until you hold down the power button to turn off your computer. C’mon Norton/Gen Tech get your act together and tell us users who pay good money for your product what is going on and when and how will it be fixed. What is the use of even having an App if you cannot use it. Right now I am at the point of cancelling my subscription if this is not resolved very soon. I refuse to install some fly by night free AV program that could not protect a hen house from a pack of coyotes while this is fixed. Bitdefender is beginning to look like a good alternative.

All: I’m just thinking out of the box for something that normally wouldn’t be looked at regarding the OS. More than one user having the same or similar issue as you all are is most likely a common issue with Norton, but!! Nevertheless.

-Look in C:/Windows/System32 and see if there is a file or folder there named “OSDATA” for us please. Its too lengthy to explain why I am asking this here. Please advise individually either yes or now. Thanks in advance.

Edited: Please also open Registry Editor in Windows. Look for the same entry there in the area shown below: look in HKEY_LOCAL_MACHINE

I did a search in system 32 and did not see OSDATA nor did I see it in HKEY_LOCAL_MACHINE in my registry. I do want to point out that after running NRnR yesterday on both my computers I can open the App by right clicking on the icon in the notification area and choose a selection from the opened menu the App will open and I can move around. Now after I boot up my computer and try to open the App it gives me a white screen with rotating circle. If I let this screen stay up to long waiting for it to open it will not let you close that screen nor will it let you kill the process in Task Manager and hangs your computer you have to do a Shutdown or Restart and you run into more problems because it will hang on those Shutting Down or Restart screens and you have to do a hard shutdown. Now if I close that screen and try a Shutdown or Restart it will do the same thing and you have to do a hard shutdown. BTW I am on Win10 Ver.19035.6396. The last updates installed was September 25, 2025—KB5066198 (OS Build 19045.6396) Preview - Microsoft Support on ‎9/‎26/‎2025 and September 9, 2025—KB5065429 (OS Builds 19044.6332 and 19045.6332) - Microsoft Support on ‎9/‎9/‎2025 in the event you think MS has screwed something up. I do hope the Devs are aware of this major problem we users are having.

I checked and I don’t have “OSDATA” in my System32 file or uner “HKEY_Local_Machine” in my registery.

I’m done with Norton 360. I’ll be moving to a European-based security company that’s actually stable and does its job, not something tied to Gen Digital. Norton has become an awful product, and I’ve reached the point where I genuinely hate it. I don’t even care that I still have a 3-year license left. Since October last year, Norton has been plagued by issues, and not a single person from Gen Digital has stepped up to say anything. The UI still doesn’t load, the VPN doesn’t work, and this morning Norton even blocked my browser from accessing the internet when I needed to start work. I’m not going to ruin my PC and my work just because a company this big is busy cutting costs while destroying users’ computers. I’m extremely disappointed. Never again anything related to Gen Digital on my devices! NEVER!

Can confirm this issue.

First evidence is when clicking on the taskbar icon it’s non-responsive. Also if trying to open Norton from the Start menu nothing happens - but nothing is logged in event viewer.

Trying signing out and back in (as a halfway to a full PC restart) did bring back the pop-up menu from the taskbar icon but opening something like Live update just opens a blank window with spinning circle and it all goes non-responsive again

A full PC restart does resolve for a time. I normally sleep or hibernate the PC between sessions so its possible this issue develops over time but it never used to happen

This isnt a PC or user error - its an issue with Norton

same here, any response from norton or do they leave this for users to diagnose and fix?

Hello Friends, I have also been suffering the big white window. (for the last few days). Today I decide to leave it there .. and for many minutes it just stayed right there with nothing happening. So while preparing breakfast (for about 15 minute) the light on my hard drive starts doing something..and keeps doing it for about half an hour (and the blue circle is rotating).

It seemed to me that the Norton was doing some long scanning of files. Eventually the the Norton menu filled the white screen. I swear I saw something about Norton now being able to auto start and I believe I set that to happen. Version 25 ….The result was that Norton DID put an icon on the task bar but I did have to click on it to get Norton to run.

(couldn’t attach here), but it said something about "rules were automatically created for Norton Overseer (whatever that is )… Bye for now.

Its the same here. And i’m a long time norton user. I never felt the need to post anything but this is ridiculous. Norton wont open shutting down windows wont work. I have to do a cold shutdown, which is very bad way to shutdown a pc. It started like 10 days ago. No official update from Norton or a quick fix.

Im also very annoyed the last few years the way they pushing other norton products with popups and all not. Yeah you can disable them but only for a ridiculous 24 hours. So every day i have to set the option don’ t nag me for 24 hours??? To much work!! Just give us an option to disable ad popups permanently i’m already a paying customer.

Now this annoying bug popped up which make cold shutdown the pc and cant open the norton application. Such a big bug I never had in 15 years of using Norton i’m thinking to stop using this product all together.

Hello everyone and yes the spinning circle on the white screen is still happening after trying to open the App itself afte I booted up my computer this morning. This is totally unacceptable to have to do this all the time and Norton/GenTech needs to address this problem fully and when will it be fixed to us users who pay top price for what is suppose to be a premier AV product. If I continue to hear nothing from anyone at Norton/GenTech over the next week then I will know that they do not care about it’s users and this problem so I will unsubscribe from Norton360 Deluxe and give my money to Bitdefender. I will no longer risk my computer with doing hard shutdowns or possible corrupting my files with this Norton App hanging. GET IT FIXED NORTON.

KB5065426 was a Win11 update and KB5065429 was the Win10 update but if these update caused this problem then other Apps would be effected.

All. I flagged the 1st post in this thread for Norton moderators to escalate. Norton says they are aware of this issue, it is actively being investigated. Norton never gives a timeline for when an expected fix will be released. This is the latest information I have presently.

Edit: Regarding that MS article, I DO show KB5065429 as installed on my Windows 10 Pro machines. That release from the September patch Tuesday has not caused any issues on my side to date.

I just chatted with a Norton agent and according to him he said they were aware of this problem and it has been solved. What you need to do is restart your computer then after your computer comes back up then download the NRandR tool https://support.norton.com/sp/en/us/home/current/solutions/v20240301142500636 and run it according to the instructions from the download site. I can connect to the Norton App now after trying shutting down/startup or restarting my computer. I experienced no hangs nor hard shutdowns or errors. I hope this helps.

Its too soon to say thats a fix. Its known that doing a restart fixes it for a while - the problem isnt as clear as saying Norton doesnt work at all following the latest Windows Update or Norton update - if it was that simple it likely would have been fixed

A post above suggests the problem comes back after a repair so we really cant say thats a true fix until the affected users above have run the repair tool and then dont see the issue for a week or so

Apart from the inconvenience of the dashboard not opening its hard to have confidence that all the protections are still working

I am only stating what the chat agent told me. I provided him with the link to this thread about it and he said that they were well aware of the problem and that it had been resolved. He also told me what to do which I included above was to use the Norton NRandR tool which is not a repair but a remove and reinstall Norton tool. I had already did the Norton NRandR yesterday and did not use Norton until after I chatted with the agent. I have restarted my computer and shut down and started up my desktop computer and also my wife’s laptop that was having the same problem several times and just did it again on both computers and I encountered no problem accessing the App afterwards. In my computer settings under Virus and Threat Protection it said Norton was turned on and being actively monitored by Norton and I even opened the Norton App from that screen. I have done daily Malwarebytes scans since this happened and will continue to do so for several more days but I feel confident that Norton is providing all protections that I am paying for on my computers. If the fix does not hold then I will deal with it. All I can tell you is to give what was suggested by the Norton agent a try. Good luck.
