Norton 360 will not open

I am curious about this (which was on my list of actions done by Norton after these long, long white screen / blue circle events,
It said that "“rules were automatically created for Norton Overseer”

Just curious, anybody know what Norton Overseer is ?? Thank You

Add me to the growing list or customers experiencing the same issue. Running Win 10. Seemed to have started last week when I noticed my computer was randomly hanging when trying to shut down or restart. I would have to hold the power button down to force a power down. After checking I noticed Norton was hanging in my task manager and couldn’t shut the process off. When this was happening, I would get the spinning circle on the UI, and my computer also would hang and not shut down or restart.

After rebooting everything would be OK for a while. At least currently on my Win 10 system, things seem to be OK for ~ 4 hours or so. But eventually it seems like N360 runs something in the background that causes the system to hang. You may not even know about it until you try to shutdown your computer or happen to open the Norton UI.

I don’t know how it can being going on this long yet nothing official from Norton. This started before I applied the September Windows updates so it may be due to some sort of Norton update last week. I do not want to go through remove / reinstall unless it’s it’s been verified by Norton as an official solution.

Please try what I suggested above in my comment from yesterday which stated
I just chatted with a Norton agent and according to him he said they were aware of this problem and it has been solved. What you need to do is shutdown your computer completely then start in back up then after your computer comes back up then download the NRandR tool Download and run the Norton 360 Remover tool for Windows and run it according to the instructions from the download site. I can connect to the Norton App now after trying shutting down/startup or restarting my computer. I experienced no hangs nor hard shutdowns or errors. I hope this helps.

I booted up my computer and my wife’s computer also and as soon as they came up I went straight to the Norton icon in the system tray and clicked on them and both opened up as normal. It appears the Remove and Reinstall tool the chat agent said to do worked https://support.norton.com/sp/en/us/home/current/solutions/v20240301142500636. I will keep you updated my friend.

white circle of death… restart… everything seems fine

we got a new build number: 25.9.10453 (Build 25.9.10453.953)

Everyone: I have started and globally pinned a fresh tracking thread for the 25.9.xxx releases and will be posting this and other threads with issues regarding this release there. I invite you all to follow, Norton can have better visibility in one spot for responding, just as we did with the other releases. TIA..

Ok folks. I think I have this thing partially figured out, with a work-around that appears to be working consistently for me.

First, the symptoms: Immediately after a fresh boot, I try to open the Norton 360 user interface, and I get the white window with the ”working” spinner. This never times out, but I can close the window. Subsequent tries gets the same issue. So, I try to restart or power down and re-boot, but the system hangs with “Shuttinng down” or “re-starting,” so I have to force a power shut down. Upon reboot, the Norton user interface then starts up normally, and continues to work until the system is shut back down, or re-booted. About 80% of the time after a fresh boot the problem manifests.

It appears to this old programmed of windows apps, that when the user interface is first accessed, after a fresh boot, it puts up the white screen with the spinner, while it verifies your subscription, via internet. Either there is no response from Norton on the web, or the response comes before the app is ready to receive it, and the request is not automatically repeated after a timeout (poor programming). Now for the work-around…

Boot your device with your WIFI or network disconnected/off. If you cannot disconnect your WIFI (Internal to the device), you will need to turnoff your network. After the boot up is complete, and your disc drive settles down, open your Norton user interface. It cannot phone home without a network connection, so it goes by somethinhg stored. The user interface should start right up, and its main window will show that you have no internet connection. Then leave the Norton user interface open, and connect your WIFI or power your nework up. The Norton user interface will show you when the network is up and Norton sees it. Apparently, the interface then phones home and verifies your subscription and all willl be well until you power back down or restart the system.

This work-around has worked consistently for me. I hope it works for you, until the fix gets rolled out.

Enjoy, Rich P

You can also try what I suggested above in my comment from yesterday which stated

I chatted with a Norton agent yesterday and according to him he said they were aware of this problem and it has been solved. What you need to do is shutdown your computer completely then start it back up then after your computer comes back up fully then download the NRandR tool Download and run the Norton 360 Remover tool for Windows and run it according to the instructions from the download site for remove and reinstall instructions. I can now connect to the Norton App now after trying shutting down/startup or restarting my computer and my wife’s laptop as well. I experienced no hangs nor had to do any hard shutdowns for Norton to release my system or errors. In my computer settings under Virus and Threat Protection it said Norton was turned on and being actively monitored by Norton and I even opened the Norton App from that screen.

This morning I booted up my computer and my wife’s computer also and as soon as they came up I went straight to the Norton icon in the system tray and clicked on them and both opened up as normal. I have done this several times today with no Norton problems. I feel confident that Norton is providing all protections that I am paying for on my computers. All I can tell you is to give what was suggested to me by the Norton agent a try instead of jumping through hoops with your network. Good luck.

All: An automatic live update about two hours ago corrected all the issues I began having early this morning. I am now on Norton 360 Deluxe, version 25.9.10453 (build 25.9.10453.953). Are any of you on that same release? IF SO what are your results?

SA

I’m on the same version as SoulAsylum (25.9.10453 build 25.9.10453.953) and so far so good.

I am on the same release as well and still going good with opening Norton app. I believe when I did the NRandR when the Norton agent said to in chat it must have installed the new version when I reinstalled Norton.

SoulAsylum

My Norton is still opening perfectly now on both computers. Thank you SoulAsylum for all your input and help in this matter.

Respectfully,

I had the same issue a few days ago on one PC. I do not know what version it was using at the time of the issue, but now it is on version 25.9.10453 (build 25.9.10453.952) and seems to be running fine now. I had done the uninstall also, but not for the “white screen” problem. I uninstalled because of an issue with it blocking my Chrome default profile from saving cookies (see this posting Norton 360 preventing Chrome from saving cookies for the default profile). My other PC is running version 25.9.10453 (build 25.9.10453.0) and it also seems to be fine.

@AllanP Thank you for your post back as well.

It’s not 100% fixed though.

On September 29th around the night and into September 30th morning, I’ve had to hard shut down due to shut down and restart hanging. And this happens even without the white spinning wheel of death. Last night, it seemed to finally come to and end, but this morning I had to force shut down 4 times.

This morning alone, I’ve repaired norton via the repair button, reset my norton, even used the R&R tool. And I had the issue still immediately after logging off after using the R&R tool. So while the white ring might be gone, the hard shut downs are still there. And turning off the internet before shutting down doesn’t necessarily stop it either. Only twice after 3-4 minutes the computer would restart or shut down after hanging, only twice - once on one laptop and once on my other laptop. Also affects my desktop.

Starting September 16th as well, when all my computers updated to the latest norton, anytime I try to search on google I have the captcha message about unusual network activity unless I’m signed in - happens on both chrome and google. Initially I thiought it was my extensions (on the desktop, the message disappears after deleting the extensions but deleting them on the two laptops fixes nothing) It’s been two weeks and I’m still getting it. And I think it might have something to do with the smart firewall. I’m having a similar issue in the forum post “Firewall Program Control Tab.” When I look at the program rules, the programs go between allow and custom at random intervals and kinda steady.

Sometimes the R&R tool won’t work.

I have the current norton (25.9.10453 - build 25.9.10453.953)

I have done multiple norton malware scans DAILY and have found nothing.

I chatted with a Norton agent a couple of days ago and according to him he said they were aware of this problem and it has been solved. What you need to do is shutdown your computer completely even if you have to do a hard shutdown as this will release any Norton file from still running in the background trying to connect then start it back up then after your computer comes back up fully and do not try to open Norton. Download the NRandR tool Download and run the Norton 360 Remover tool for Windows and run it according to the instructions from the download site for remove and reinstall instructions. Just doing a repair will not help. You may think NRandR is stalled at times but it is running and removing files. When it is finished it will ask you to restart the computer. When your computer comes back up from a restart then it will reinstall your Norton product and you will need to sign in to activate it. NRandR will not run correctly if there is an errant Norton file that you will not see still running in the background trying to still connect. I can now connect to the Norton App now after trying shutting down/startup or restarting my computer and my wife’s laptop as well. I have experienced no hangs nor had to do any hard shutdowns for Norton to release my system or errors. In my computer settings under Virus and Threat Protection it said Norton was turned on and being actively monitored by Norton and I even opened the Norton App from that screen. Good luck.
