Norton 360 will not scan

I've read a few threads, but thought my problem might be a bit different;

 

 

Hi im having a problem where Norton 360 will not scan it just gets
stuck on starting or it says in progress with nothing happeneing.

It may be the caused by this problem when i open any internet browser;

 

global image problem


I also have a problem that i occasionally get redirected to a different webpage.
