Norton 360 won't open or uninstall. Affecting internet?

Hello everyone. I'm new to the forum and I'm not computer saavy, so please bear with me

I recently installed Norton 360 Version 4 onto a Windows 7 computer. Everything was working fine - I activated the product, ran some scans, etc.

Then I didn't turn on the computer for a few days. Today, when I turned on the computer I noticed that while I had an internet connection, internet explorer would say there is a connection problem. I wasn't sure if I had a virus or something, but I decided to open Norton anyway and run a scan... but alas, Norton would not open. I tried to open it several times, I rebooted the computer, but it's still nonresponsive. The computer also says that no antivirus is installed, and there are no Norton icons on the tray (yet there is the shortcut on the desktop).

If I persistently try to open norton, a tiny empty window shows up and then an internet explorer window is launched that says my computer is not connected to the internet.

I have no idea on how to solve the issue. I doubt it's a virus because I only used the computer once or twice. I tried uninstalling Norton, yet when I try to uninstall it, nothing comes up. Putting the CD into my computer didn't have any effect on the program.

So here I am, using another computer, not sure what to do or how to address the issue. If anyone could help me, I would greatly appreciate it.

No, I did not install any security software before or after installing Norton. During the scans it didn't find any malicious software either.

Please try the instructions from the following Symantec KB:

Hello, thank you for your help.

I came to work today to see how the computer was functioning and I had the same problem as last time. I decided to open the computer in Safe Mode with Networking, and I was able to access the internet. I ran a scan with Malwarebytes and several other programs and nothing came up, so I figured it was a problem with Norton itself. However, I still couldn't manually uninstall the program.

I tried to update my version from 4.0 to 5.0, but it kept on saying that there was an error and that I could send an error report. Sending the report, however, did not work because a message would open up that said Norton was not installed on the computer.

At that point I downloaded the Symantec Removal Tool and removed all traces of Norton while still in safe mode. I then switched back to "normal" mode and Norton updated itself to the 5.0 version. So far it is running nicely, along with my internet. Perhaps there was a program error, but in case this happens to anyone, remove the program with the removal tool and reinstall.
