X Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.
Workaround: I can launch and use this (owned) software once I put it in the Norton Sandbox. I don’t like having to do this, but I’m glad to find a solution - even if it’s not ideal.

Norton 360 is blocking Snagit because its real-time Auto-Protect or Smart Firewall feature has mistakenly flagged the application executable as a false positive threat.
To resolve the “Windows cannot access the specified device, path, or file” error, you need to restore the file from Norton’s quarantine and add it to the exclusion list so it is not blocked again.
Restore Snagit from Quarantine
Open your Norton 360 user interface.
Click on Device Security and select Open .
Click on Security in the main window, then click History .
In the Show drop-down menu, select Quarantine .
Locate the Snagit executable file (usually Snagit32.exe or Snagit64.exe) in the list.
Click on Options or More Options on the right panel.
Click Restore & Exclude This File (this restores the file and ensures Norton ignores it in future scans).
Check the box to confirm you trust the file, then click Yes .
Manually Add Snagit to Scans Exclusion
If the file was not in quarantine, or if the error persists, manually exclude the Snagit installation folder:
Open Norton 360 and go to Settings .
Click on Antivirus (or Device Security > Antivirus ).
Select the Scans and Risks tab.
Scroll down to Exclusions / Low Risks .
Click Configure next to Items to Exclude from Scans .
Click Add Folders and browse to the TechSmith directory (typically C:\Program Files\TechSmith\).
Click OK , then click Apply .
Repeat this step for Items to Exclude from Auto-Protect, Script Control, Behavioral Protection and Download Intelligence .
Allow Snagit Through Norton Smart Firewall
Go back to the Norton Settings menu.
Click on Firewall .
Select the Program Control tab.
Look for Snagit or TechSmith in the list of programs.
Change the access drop-down next to it from Block to Allow .
If it is not listed, click Add , browse to your Snagit installation folder, select the main .exe file, and set it to Allow .
Click Apply and close the window.
Repair the Snagit Installation (If files were corrupted)
If Norton deleted a critical Snagit file instead of just quarantining it, you may need to run a quick repair:
Press Windows Key + R, type appwiz.cpl, and press Enter .
Find Snagit in the list of installed programs.
Right-click it and select Change or Repair .
Follow the on-screen prompts to repair the installation.
