[Norton AntiSpam] being identified but left in incoming mail folder

Hi, I'm new and this is the issue that got me to sign up.There are times when Norton IDs spam and moves it to spam folder, and then sometimes it just IDs it and leaves it in the incoming mail folder.  I want to know what the setting is that i can tell it to always move it to spam.  I actually had to creat a rule to have ALL Subject lines with {Norton AntiSpam] in it to move them to the spam folder.  But somehow it just recently got unchecked.  It seems that Norton should do this on their own.  Please help.
