Norton AntiSpam ignores my Allowed List

I run Norton Internet Security on my new Windows 10 computer, and I use Thunderbird for Email.  NIS marks certain messages as spam, and I filter such messages into the Trash folder.  Sometimes NIS decides a message is spam when it is not.  So I have added a couple of Email addresses to the Allowed List (the Blocked List is empty).  In particular, I have added noreply@roddenberry.com, but NIS continues to mark such messages as spam.

BTW, I have to go to my admin account to modify the Allowed List (NIS won't let me from my user account).  NIS doesn't keep separate lists per account, does it?  If so, then what do I have to do to get access to the Allowed List from a non-privileged account?

Anything else that might be going wrong?
