Norton Antispam not blocking emails I mark as spam

Hi everyone. I'm using Norton Internet Security 2012 on Windows 7 64bit and Outlook 2010. I have the Norton antispam plugin and can mark emails as spam with it, however I still get emails from the people I have marked as spam into my inbox. I have made sure that the people I am getting the emails from havent changed their email address which they havent, and ensured that they arent in my safe recipients list which they arent.

Does anyone have a fix for this please?
