Norton AntiSpam Outlook Plugin has a integration problem with Outlook 2016

My Norton Antispam Plugin worked fine with Outlook 2013, but does not work with Outlook 2016. 
The plugin appears with check in com add ins but does not appear on toolbar as it did in Outlook 2013.
