Norton Antivirus File (WSCSTUB.EXE) Being Labeled a Trojan Horse?

Hi, new poster here.  I'm running Norton AntiVirus and recently installed AVG Anti-Virus Free as a backup.  When I did an AVG scan yesterday, AVG quarantined this Norton Antivirus file, Norton AntiVirus\Engine\20.2.1.22\wscstub.exe, and considered it a Trojan BackDoor.Generic16.BCQU.  Is this simply a compatibility issue?

 

Also, Windows 7 Action Center isn't picking up that Norton AntiVirus is on, but it is.  Is this because AVG quarantined the Norton wscstub.exe file?  I tried unregestiering and re-registering WMIUTILS.DLL, to no avail.
