done “restart” and still issue persists - it’s stuck on “Fixing” process. Does live update “no updates found” but says there is an issue “Fix now” , click “fix now” and it does “Fixing Protection Updates” … “Processing…” but it never finishes
the other thing is i don’t have Sha-2 on my windows 7 pro OS and no longer get the auto updates to work and even manually downloading related Microsoft patches from their catalogue will not install

You can run the updater with your current version installed from what I read in the announcement. Try that first.
But, Yes, removal of the current version of Norton before installing the new version is suggested. If that is what you’d like to do use the old removal tool to remove it and perform a “removal only” in the tool advanced setting. Here is the removal tool link: https://norton.com/nrnr
-SHA-2 for Windows 7 - Is your Windows 7 at least SP1? You need SP1 to install SHA-2 updates. KB4474419 and KB4490628 are the updates you need.
Edited: Since you cannot install from the MS catalog download SP1 from this site, reboot and try installing the other updates that aren’t working.
Yes i have SP1 installed long time ago. My windows auto update stopped functioning long time ago. The problem now is when i try to install any KB updates from Microsoft they won’t install - I can download them no problem. The other update i needed was the Servicing Stack Update (KB4490628) which i downloaded but it will not install
KB4474419 is the SHA-2 update. Is it already installed? Check your update history to verify. Unless you are 32 bit and installing a 64 bit update. Are you downloading it from here?
