Norton App Lock (v1.1.0.221) on a Moto G Play (Android v6.0.1) can lock Settings, which subsequently require a PIN to open. (This is good.)
The System UI Tuner, and individual Quick Settings (e.g. Wi-Fi, Bluetooth) in the Notification Panel, do not likewise require a PIN. (This is bad.)
Is there any way to lock the System UI Tuner, or individual Quick Settings, with Norton App Lock?
If it is the wifi security you are concerned about, you could look into the Norton Wifi Privacy app, or some other VPN solution. These can provide security for unsecured networks.
These settings are not really security threats to your device.
They are security threats in the sense that someone can turn on Wi-Fi through a Quick Setting, and subsequently connect to an unsecured network. This is my primary concern. (I am trying to secure devices for children and the elderly.)
Are there other Norton (or third-party) apps that can secure the System UI Tuner or individual Quick Settings?
(I have not been successful in configuring Nova Launcher and Apex Launcher to do this.)

These settings are not really security threats to your device. The main reason for locking the Android settings is so the device cannot be reset to factory to bypass any installed security.
