Norton bootable recovery tool "unable to continue" "unknown error"

OS details: Norton Bootable Recovery Tool

What is the error message you are seeing? “unable to continue” “unknown error”

When booting to the Norton Bootable Recovery Tool, immediately after accepting the agreement a message stating “Unable to Continue” and then following the error “Unknown Error”… I used Rufus to creat this image. Not sure what might be preventing the Recovery tool from accessing the computer in need of scanning.
