What AV / firewall were you using before installing Norton?
Maybe try reset Windows firewall if that option is available.

guys you misunderstood, I mean not the web app it is fine but the n360 desktop app is not connection me to the sign in website so I can't use functions like backup.
Try a different browser. If you can connect there, try clearing the browser cache for the browser you are having difficulty with.
Also, be sure you are not using the Norton 360 VPN feature. As strange as it seems, Norton seems to block access from known VPN IP addresses. Even their own.
