Norton causing problem with POP server access?

This may well not be a Norton problem but, even if it isn’t, maybe someone may have some thoughts/ideas!

I’m being driven mad.  Having worked fine for years, a couple of days ago my laptop developed a problem with logging into POP mail servers.  The problem is wide ranging, effecting about 6 e-mail accounts, on three totally different servers, and when using two different e-mail clients.

When any attempt is made from this computer to log in to any of the POP servers, it nearly always fails, with an error message of either (consistent for any one e-mail account) "Authentication failed" or "Invalid password or username".  However, and somewhat strangely, with all the accounts and servers, the log-in occasionally works - probably once every 10-20 attempts.

The problem is clearly specific to this one machine, since I have no problem logging into these servers, using the same parameters/credentials, from a different computer.

I personally did not ‘change anything’ to result in this problem appearing, so it seems probable that something which constantly 'updates itself' might well be the cause - and Norton Security (22.20.5.39) and Windows 10 (1909) itself would seem to be the most likely suspects.

I can find nothing relevant in the Norton activity logs or the Windows Event logs.  The machine is otherwise working completely as normal.

I’ve tried temporarily turning off 'Autoprotect' and 'Smart Firewall' in Norton, and that makes no difference.

Could this nevertheless still be a Norton issue and, if not, has anyone got any other thoughts?
