Norton Cloud Functionality

I am looking at installing Norton Cloud.  However it looks like it is just a backup system.  Can I not use Cloud like an offline drive similar to Google Drive or Dropbox?  If so, how do I set it up so I can directly access the drive instead of just sending denoting backup files to process?

As you noted, the online storage offered by Norton is only for their own backup feature in Norton 360. It is not designed for, and cannot be used as an online drive for your personal storage.
